I was alerted to this system by a player who bought it and believed it is a scam, then sent it to me for free. It certainly it is a scam. The method itself is something clearly made by a “seller”, not a professional roulette player. The promotional site is loaded with video testimonials, which I had no doubt were paid for simply because of how bad the system is. See the below image, and there’s your proof:
